各省（市）公安厅（局）并报西南中公部：据本部张子同志20日出席川东公安厅召集之专署公安处长会议得悉发来川东区党委通知4月15日后杀人权归区党委，各地即在10至15日6天内杀去6，000人左右，在着重控制杀人权时竟产生一种唯恐今后不易批准便赶紧杀人的情绪，其中很可能放宽了杀人尺度，将不必杀的杀了，这是很不对的。……
